Wow. With the kind of attitude displayed here we’d want to stay anonymous, too!

But doesn’t it seem like anonymity is not the real issue here? And this identifying the BPOA with the BPD itself is very telling. It sounds like management talking rather than an employees’ union– which in Burbank is most likely one and the same.

This letter was written by union reps., whose bedside manner about employee gripes leaves something to be desired. Who’d want to rely upon these guys for help? No wonder there are problems.

By now, I’m sure you have all heard some version of what took place at the BPOA Board Meeting last week. We are sending this out in an attempt to stop any rumors or answer any questions you may have.


Jason Embleton, one of the Officer Representatives on the BPOA Board of Directors, read a prepared statement, which made several serious allegations against BPOA President Mike Parrinello. Jason stated, “Do not shoot the messenger,” before reading the statement. The purpose of the statement was to demand Mike step down as BPOA President and remove himself from the Board due to Mike acting, “recklessly, irresponsibly, and negligently in his duties as a BPOA Board Member.” In the course of reading the statement, Jason made numerous allegations about Mike and his actions.


Jason stated he had been approached by “numerous members” of the Association who agreed with him in his request that Mike step down. Upon being questioned about the source of the letter, Jason admitted he did not write it, but would not reveal the source. Board Members asked Jason who these “numerous members” calling for Mike’s resignation were. He was unable or unwilling to name anybody. He also wouldn’t clarify if “numerous” meant two officers, five officers or 100 officers.


Board Members asked Jason if he knew these allegations against Mike were true. Jason admitted he didn’t know if any of the allegations were true. Jason was asked if he could even substantiate any part of any one allegation he just read. He said, “No.” Jason did say, “If they were true,” he would support the request for Mike to step down.


A heated exchange indeed took place among several of the Board Members, the details of which are not important here, except to say a majority of the Board did not agree with Jason’s statements or his method of presenting the allegations and demand for Mike’s resignation.


Jason’s claim that he was approached by several members and his reading of a prepared statement, which he claims to not have written, are at the very least disingenuous! In our view, Jason read the statement and must own it. You decide for yourself.


We are apparently back to cowards writing “Anonymous Letters” in an attempt to discredit and smear the reputations of fellow Burbank Police Officers. How much longer are we going to stand-by and allow fellow officers to behave this way? Let’s move forward! Let’s demand we all do the right thing! The writing of and hiding behind anonymous letters is unacceptable! If you have a view, put your name on it and own it!


There are several Association Members (or former members) whose backs are against the wall and would like nothing more than to see the entire Burbank Police Department fail. Do we really want to be part of this behavior? Has enough damage not already been done? It is also very apparent, there are some weak willed or easily influenced individuals, who will be used as puppets by these same people to carry out personal agendas, which do not benefit the BPOA or the Burbank Police Department.


We are asking all of you to not engage in this detrimental behavior. If somebody approaches you with a “rumor” or “allegation” against another Burbank Police Officer, challenge that person to demonstrate its validity. Don’t just take it to be the truth, without some hard fact(s) to back it up. We would also hope none of us act as “puppets” to carry out the agenda of others. If you have an opinion, don’t be afraid to put your name to it. It’s okay to disagree, but act like adults about it. Most importantly, if you are going to make allegations about other Burbank Police Officers, make sure you have your facts together prior to opening your mouth or distributing information from an “anonymous source.”


As your elected representatives, we have told all of you our door is open. We will speak to anybody about any issue at any time, whether we agree or not. We find it completely unacceptable that we still have cowards who can’t put their name or face to their opinions. Even worse, we have those who are willing to make statements about other Burbank Police Officers, not knowing their validity or even able to substantiate a sliver of the allegations.


Again, as your representatives, we are willing to speak to any of you about any concerns you may have. We don’t always agree with the other Board Members when it comes to issues facing our Association, but we always stand up, put our name to it and let our opinions be known. We challenge you to do the same. If we offended any of you, we are sorry, but we can’t stand-by and watch this without saying anything. We truly hope we are preaching to the choir, but we have no tolerance for those who are not man/woman enough to stand up for themselves and their beliefs.

    I can’t wait to hear Detective Racina explain why he wrote the name “Malcolm X” beside the name of a black officer candidate on the background investigation grease board. Guess who busted him for it…Rodriguez? I also like the one where he refused to go into a Hispanic officer candidates home because he said it smells like “burning beans”. At least that guy ended up getting hired (because somone stepped in). But wait, the same Hispanic officer is now currently getting harrassed by the CA’s office.

    No wonder Racina has bad things to say to Krysler. If one were to look into the billing for police litigation this guy is in the thousands.

    Did he make the new sergeants list? The future sure looks bright for the BPD.

Jeff you can’t talk out of both sides of your mouth, telling officers one thing and then telling your fellow board members another. Now NOBODY like you or trusts you Jeff

    You guys on the BPOA board aren’t police officers you are all pencil pushers. The next police work you do will be the first.

    This letter to officers is laughable. What have you done to help the officers already put on admin leave based on rumors and gossip? NOTHING!!!!!!!! Now you write up a letter telling officers to come to you with their issues.The last officer who came to the BPOA and voiced his displeasure is dead. Jason Embleton came to voice what he has been hearing and you yell at him. Shame on you! You guys are either thin skinned or hiding something..my guess is your hiding something.

    Don’t worry as soon as the new fulltime chief comes in, you will all be demoted or fired. According to people inside City Hall, the new Chief is going to clean house and bring in outsiders from Sgt on up to Cpt.

    Mr. Fladd aparently has a guilty mind and he’s not going to take the fall….so apparently you will…With Stehr bailing out on you guys..it now falls on you…

    Keep updating your facebook pages and worrying about the BPOA softball team you losers.Just realize people are watching you and keeping close tabs on you guys from within the station….

    You are right on Brian… These bullies running the BPOA are a joke and we all know it. Everybody at the station knows these guys are dirty.

    Just curious because I haven’t heard anything in a week or so. Has Mike Parinello given his sworn deposition yet?

    Just wondering which side of the story Mike is going to tell? Hope he doesn’t get caught in a lie.

    Mike, from one officer to another, I hope its the same thing you were recorded saying last year.Lying under oath will get you fired and we can’t have that happen. I mean who else’s house will we be able to have BBQ’s at?

    Masked, if you think those were real officers posting on this thread, then you are crazy. Anybody can make up a name on a message board. You should focus on the actual letter sent out by the BPOA to its officers and the intimidation tactic they are using.

    This guy Detective Racina does he know that it was an anonymous letter that went to city hall regarding an officer named Barrias (spelling?)

    I heard Barrias was so sick of the racism by guys in the BPOA and their boys he went to the chief of his old department and told him about it. This chief felt so sad to lose this officer in the first place he offered him a promotion to come back. What the?

    This Burbank PD needs a consent decree right now!!!!

    First time responder, long time reader. Very interesting site and responses.

    I am embarrassed and ashamed at what is happening at the Burbank Police Department. It is in a helluva tailspin.

    I would like to point out a few comments as a past officer with this department. Their has been a failure of leadership, particularly at the top of the chain. The last 2 chiefs were down right horrible. Hoefel was one of the worst leaders ever at the Burbank Police Department. He preached ethics and integrity. Hoefel never practiced what he preached. He was one of the most dishonest and disloyal officers. Hoefel had problems with keeping his pecker in his pants with other person’s girlfriends/wives. Great leadership and ethics, NOT!

    Secondly, Stehr was also a bad leader. Stehr was always worried about what was in it for him. He was always looking for free handouts. Stehr’s personal interest overtook the organization’s best interest. Again, poor leadership.

    Due to the poor leadership and choices made by these 2 leaders, the department never had a chance to progress. Part of the poor leadership was
    empowering particular police officers who had no business getting the power that was handed to them. Some of these officers were Omar Rodriguez, Bill Taylor, and Jose Duran. Sure Omar was a great narcotics officers but he could never stay out of trouble. He was routinely in the City Attorney’s Office and in court because of his heavy hand. Well, 3 strikes and you are out. I guess the Porto’s incident (from what I have been told) was the last straw. Bill Taylor could not and would not ever make a decision. Bill was another horrible leader and a risk as a member of the administration and the organization of the police department. Taylor couldn’t get himself out of a paper bag unless someone helped him. Jose Duran was another heavy handed officer who was always Hoefel and Stehr’s right hand man.

    As an ex-officer and member of the association, I know there are ways to get board members out of their positions. The by-laws have specifics as to how you can get board members out. Officers need to speak up and get the required votes to oust a board member, if no one is doing anything about it then I don’t believe there is any relevance to problems of the association. If there are problems, I would hope some of these officers would stand up and challenge the board. My gut feeling is there only a small minority who are unhappy.

    I have spoken with current officers about the letter that had been circulated. These officers I spoke with are assocation members and are not board members. They all stated that they are sick of the bickering and the anonymous letters.

    I carefully read the letter that was put out by Detectives Racina and Dryness. The one thing that I have a real concerned about is the actual allegations made by the officer (Embleton) against Parinello. The officer could not even substantiate any of the allegations. So now without any set of facts, officers can make allegations about any officer or person. I may be old school but if you are going to complain or make accusations then stand up. Be a man.

    I have asked many officers that are still working there, how are things at the department. I was repeatedly told that morale was still down in the dumps and that there is still tension between officers. From what I have heard, a lot of the officers do not have much faith in the new chief and his new fellow hires.

    I do hope the police department gets back to what it was. The citizens deserve it.

      I agree with a lot of your post. But I have a few thoughts.

      If you are retired how do you know there is no evidence to support the allegations against Mike P. ? Just because Racina and the other boys say so? Every investigation starts with an allegation of some sort.

      By your own description Tim Stehr was a “Bad” chief. Then how in the hell is the city still paying him as a consultant? Why was he not investigated by Krysler? Why was he not placed on admin leave? According to you Rodriguez was “empowered” by Stehr. Then why was Mike Flad at his retirement party giving a speech saying people stabbed him in the back. Flad even presented him with a symbolic empty wooden knife block. Crazy.

      And if this rogue cop (city description) was always in the city attorneys office for “heavy handedness” then why is it Juli Scott claims she knew nothing about it? In fact, isn’t she hadling the lawsuits? Makes one think.

      Nothing will change until those at the top who responsible for fostering this behavior, condoning this miscoduct and covering this activity are identified. Throwing a few under the bus is an old tactic, but never helps with the healing process.

    Some comments right back to ‘ya:

    You go on to cite officers are”sick of the bickering”.

    With regard to the comments made at the Board meeting “officer could not even substantiate any of the allegations”.

    You admit that “moral is still down in the dumps”
    and “that there is still tension between officers”.

    Somebody should have told you by now, that there
    has even been an argument over what was included in the minutes of that meeting.

    The Rep stood there and was attacked by other
    Board members.

    Police Officers deal with allegations and accusations for a living!!!

    What about the ongoing IOD problems.

    What about the abuse of sick leave?

    One of the duties of a Representative is to share
    concerns with decision makers.

    As for annonymity, is there not a duty to check
    various allegations on a daily basis by Burbank
    Police Officers, before they take action–
    without revealing the source??

    Even building inspectors check Annonymous
    Complaints on a daily basis–
    either the situation exists as alleged or not.

    The BPOA is the same BPOA that has been
    presiding all along with the “leadership”
    problems you allude to in the “Chief’s”
    office.

    What did the Board do??

    Dixie flyer you make mention of the last POA meeting. Was that meeting recorded? Let’s hope that is the case so the chief can listen to what was being said and what caused Jason E. to request Mike to step down.
    The topic of conversation was the new Sgt’s-Capt’s that will be coming in. Mike said that they by-laws have be changed to charge these “OUTSIDERS” higher fees. Losacco wants to change the rules and have these people go through an interview process in front of the board just to deny membership because they are OUTSIDERS. When membership has never been denied to anyone, and there has never been the need to interview anyone for membership. Racina was given membership packages for the Deputy Chief and the Captain and has done nothing with them because they do not want to allow them or any outsiders benefits. Isn’t this insubordination? The BPOA is conspiring against the chief, the administration and those people who have simply just applied for a job. This has to be some kind of violation.

    I only wanted to make some points about the current situation in my original response. DixieFlyer, I will answer some of your responses.

    The revelance and bickering issue are pretty much the same. I didn’t believe there are any problems with the current board. If there were problems, these board members would be voted off or there would be some impeachment process. The bickering is brought about from these anonymous letters. Again, pretty much a majority of officers are sick of this.

    I do not know about the IOD issues or the sick abuse problem. I did have an IOD issue in the past. The city was not very helpful so I am very leery of the IOD process done by the city. As for the sick abuse issue, no one should abuse it. They are doing a disservice to themselves, the organization, and the community they serve.

    I respectfully disagree with your comments about anonymity and making allegations. I could go around town and say DixieFlyer is a child molester. I don’t think you would appreciate that in any sense.

    I am going to leave it at that. I do not want to go into a continual discussion. My inclination is that there is a minority group that is upset. That is fine if they are but stand up, do what is right and bring up the issues. Stop with the anonymous letter writing non-sense. If you don’t like the board members then don’t vote them in or go through the impeachment process to remove them.

    As previously stated, Burbank PD has always been a well respected PD. Lets get it back to what it once was.

    The only thing wrong with your nice post is indicated by your own admission. You have been GONE since Hofel…

    The department spiraled out of control when Stehr took over. It has become a nepotistic mess with no real effort to reform. Too many back room deals and promotional carrots handed out.

    Several of the BPOA board members you are defending right now are all attempting to promote. In the end that is a big part of what this whole thing has been about. I will venture to say that Mike P is on a recording stating this very thing. I can hear him now talking about how he has worked so hard for so many years and if an outside chief comes in it will all be lost. The context was a vote of no confidence for Stehr. The setting…an ex Lt office.

    Now there is a recent recording of the same thing. BPOA Board members scheming. Too late for disposal.

    You say you want the department to get back to being “well respected”. Respect is earned…Last time I checked covering up burglaries and witness tampering earns nothing but suspicion. Hiring exspensive lawyers to mitigate the truth and render desired opinions is criminal. Having a hostile environment where police officers are afraid to report misconduct, pathetic.

    Those rose colored glasses they gave you at your retirement seem to be working.

      How did you earn your respect? By beating people, or was it influencing others to beat people, or was it influencing others to lie in police reports and the ensuing civil lawsuit you contrived to cover your butt? Maybe it was getting your 9 closest buddies fired. Or was it causing one of them to kill himself?

      If you would have done you job and not mislead these people they would all have jobs and they would all be alive! You need to man up and those who followed you need to realize how you destroyed their credibility, careers, and lives.

    Well retiree look how long it took to get a vote of no confidence off the ground when it came to Chief Stehr. Wasn’t that blocked again and again by the BPOA board members ?

    If they blocked a vote against the chief how safe is it to bet they would block a vote against themselves for as long as they can ?

    Further reading this email let’s another cat out of the bag, they want names so they can retaliate against anyone who speaks up.

    The operation there is a lot like the old KGB. Seek out those who disagree and destroy them by any means necessary.

    I don’t know who you are talking to but they must have retired too. Because let me tell you what officers are still complaining about…the favortism. I mean the POA board members and their friends (former POA board members). I will give you 2 examples.

    1. The universal studios shooting. All the officers involved are being investigated by internal affairs. But Travis Irving the SGT who is suppose to be the leader at the scene and Lt. Grandalski the one who is ultimately in charge did not get investigated by IA. It must be true what Travis says, “If you don’t like it promote.” And that he is doing, as he sits pretty on the Lt’s list as #1. Even though the process was grieved and the POA isn’t helping fight the city on that grievance…it might hurt thier promotion.

    2. The jail hanging. 8 officers that responded to/or were dispatched to that call are under investigation by internal affairs, because they should have known that the guy was going to kill himself in the jail 2 days later. But again what happened to Sgt. Yadon the supervisor at the scene, or to LT. Rosoff…NOTHING. Way to show leadership skills and throw all the officers to the wolves. But then guess what. Yadon is #2 on that LT’s list behind Irving. That must be what they teach in thier career survival class.

    Coincidence?…more like corruption. And the chief, the commission, the council, the city manager are all sitting back and doing nothing to help the officers. Who are these poor officers suppose to go to, they have no one. Just like the earlier post said the officers fear retaliation.

      Funny you should mention Yadon and Rosoff – the owners of Career Survival Group. Both are named in various lawsuits.

      The city is paying their business partner Kristen Pelltier who was removed from the CSG website as soon as this blog exposed them. Not to mention the old news the Linda Rosoff (Juli Scott’s assistant) is funneling information to her husband (a suspect in several incidents of misconduct). And they wonder why they have leaks?

      Just ask the city about the memo that Mike Nolan held up in a council meeting. You know the one.

      Here is a question…why did nobody investigate the incident when Yadon and Rosoff called up an African American probationary officer (coincidentally being called to the CA’s office for intterogation) and asked him to drive Rosoff’s daughter (not the one that Juli Scott is Godmother of) to the prom. Its reported the two supervisor got quite a laugh when the Black officer went “What the”?

      How about this for favoritism. What about the city spending thousands of dollars to hire an attorney to say there was no evidence in the Hererra beating case against Rosoff? This was after the department investigators sustained the allegations and Stehr refused to contact the Sheriffs department.

      On the other hand, the city is spending hundreds of thousands of taxpayer money to convict Rodriguez of a similar crime? In this case, the city is practically begging the Sheriffs to charge someone.

      As I have said before, I am not defending Rodriguez or whatever he may or may not have done. This is about the nepotism and who gets mitigated scrutiny.

      You can’t fight city hall. They need to stop this.

            omar, no one is relishing in the fact the people are dead.

            If I remember correctly you were so distraught with Neils death that the day after he killed himself you were over at the city changing your IOD from psychological to some lower back injury bull**it so you could get on CLEA. You did this because you knew you would get fired and this move would get you 70% of your salary for an additional 2 years. This is through the CLEA insurance plan that the BPOA, that you hate so much, provided for you. This is a clear example of how your devient mind works, but to do it on the day after Neil killed himself goes to show your psychopathic nature – your only interest is in yourself!

            As far as people’s careers ending, that is a shame but when people make concious decisions to seriously break the law after swearing to uphold it the necessary consequence is they can no longer be peace officers.

            You should have known that before you went and started beating the crap out of people and sticking guns up against witnesses heads and threatening them with their life. Your friends should not have lied to cover your sorry butt. The only difference between you and rafeal perez is he was motivated by money and you by power. Both of you are a disgrace to law enforcement!

            You made decisions and used your leadership talent to destroy those who followed you rather than empower them.

            What is really scary is that you fail to accept the fact that Neil’s blood is on your hands!!! No one is more responsible for Neils death, the destruction of several peoples careers, the black eye given to the BPD, and the loss of millions of tax payers dollars than OMAR RODRIGUEZ.

            I didn’t see Shaw pull this stunt when his career was ended. He took responsibility for his actions and moved on. You on the other hand are nothing more than a little b**ch!

                Tom Pain states that Rodriguez is responsible for this mess?

                You know those photos of the Portos “beatings” that shocked the council…Rodriguez was not present for any of thoses suspects arrests or bookings. In fact, Rodriguez was only involved in the Portos investigation (2 months worth) for ONE day!

                I think the emphasis on slandering Rodriguez says a lot about what the city crooks feel they need to do in order to counter the misconduct he reported – like Hererra etc…

                People reactions say a lot….the devil is in the details.

      How do you know the supervisors are not being investigated? The chief has said he is bringing in outside investigators to review both of these cases and you think he would do this without investigating the supervisors???

      If he were to bring in outside investigators and not look at the actions of the supervisors he would be setting himself up to be the fool. I’m positive he is smarter than that!

      Good try at attempting to drive a wedge between officers and supervision / management, but it isn’t adding up. You should step back from the omar kool-aid and think for yourself!

    Once again the BPOA Board members can be of
    service to the membership!!

    A copy should be available in “the office” for all to
    “catch- up on “.

    To really be of service(belatedly) maybe they can
    share the polite e-mails discussing revisions to the
    same set of minutes(backed-up by the recordings)
    to clear-up any mis-understandings!!!

    BTW, what’s the current IA policy about papering
    officer’s and not Sgt’s or Lt’s??

    They were left out of the Jail inquiry AND the one
    on the way to and at City Walk. Getting the word
    out to the troops would save a lot of phone calls.

    BTW, is there also a “special policy” for dicks that
    hasn’t been disseminated, yet?? Maybe they can
    include that to save trees–ya know what I mean!!

        I find it interesting that the minute Gordon asks for an accounting of the school bond monies– which, by the way, was part of the election deal they made with the voters– then all of a sudden he’s a bad, vainglorious man who’s wasting everyone’s time, and is personally offensive as hell, to boot. Why, he even sleeps up there!

        Kind of makes you wonder what’s being kept hidden…?

    Listen guys..and this includes Rossoff and Ryburn and Lasacco and Irving and Parinello and Yaden and the rest of you…your intimidation and dirty ways may work inside the walls of the station, but realize outside the walls you are just civilians. The law applies to you too. Mike, corruption in a Union and then lying under oath about it, is a federal crime. Eric, evidence you attempted to coverup and destroy…still exists! It seems like that point had been made numerous times here and you have failed to understand that. You can fire and TRY to discredit fellow officers. You can even say nasty things about people, but in the end YOU CAN’T WIN and you know it. The evidence just doesn’t match your story….

    And come on guys, I don’t think the officers suing are going to reveal everything here. This isn’t a trial by message board.Even Lasacco understands that..and that’s saying something..

      If you have some evidence that any of the people mentioned in your post have commited crimes, please take it forward to the nearest city attorney, district attorney, attorney general, or United States Attorney. If Mike lied under oath, then lets get him prosecuted and out of the police station! If Rosoff covered up evidence or destroyed it, then bring that forward, especially if it still exists!! There are statute of limitations on these things, so please stop with the idle threats and get your evidence to a prosecutor as quickly as possible. The place to put on that evidence in in a criminal courtroom, not on this BS forum or a civil court.

      Another reason to get these crimes prosecuted ASAP is it would actually support omar’s (going nuts) civil claims. The officer’s suing do not have the ability or responsibility to prosecute these “crimes” in their civil suits. You would think this “evidence” would have been brought forward before three of the plaintiffs cases were kicked. What is gresen and going nuts waiting for, the right moment???

      Hurry up and get these things to the prosecutor before cindy looses her civil case as well. For those of you counting, she will be the fourth of omars “plaintiffs” to have their case kicked without a trial. dunn, e. rodriguez, childs have already lost (for those of you keeping track). Let me guess, they are waiting to pull out the big guns (the “real” evidence) on the appeals case, right?? Yeah Brain, that makes alot of sense.

      P.S., I heard Gresen just lost a similar case he took to trail the same week he lost e. rods summary judgement. That must hurt!!! I sure hope gresen picks up all the attorneys fees that will be levied against his clients. It must suck to sue your co-workers and the city that puts a roof over your head and feeds your kids just to be made out to look the fool and still get stuck with a $15-$50 thousand bill for court costs.

      If anyone else out there decides to sue anyone they should probably get a better attorney that gresen. Then again, gresen is probably the only person who would take on this meritless case.

        Dunn 2 was tossed out. That was a minor issue involving POBOR.

        Plus, Burbank is rigging the system to get biased judges, like Joanne O’Donnell, who spent her entire legal career working for big ticket law firms that fought against employee discrimination claims.

        She’s a prejudiced as you can get, just made to order for Burbank. That’s what all the $$$ moola is going towards– political and religious connnections that ensure the scheduling of sympathetic judges. The system is rigged against the little guy.

        It wasn’t always this way, but what do you think right-wing and corporate Republican victories are all about nowadays? Appointments appointments appointments.

    This guy has some pretty hardcore anger issues with Rodriguez and others that need to be dealt with before he straps on a gun.

    The indicators would be the use of an officers death to elicit a response, derogatory comments about an officers wife, relish in losing a house, livelyhood, and friends, and happiness about sending a co-worker to prison.

    Go to law school…you could be a Burbank City Attorney!

    what, praise God, did these all-knowing souls do
    to protect the rest of the world from the “danger”?

    All the “man-up”, “stand-up” or “show some balls”
    talk can be dismissed with a simple question:

    “What did they know, and when did they know it?”

    Wow this doesn’t surprise me Mr embleton is once again lying. He has lied on his police report and underoath. He arrested me n illegally searched my vehicle. He asked to search my car I said u have a warrent he said in his statement I said oh yeah I guess. I no my rights I wouldn’t say u have search warrent n I agree to the search. I would of said yes when he asked to search. There is a lot more he lied about n he is a liar. I’m taking my paraphernalia charge a straw to trial. I’m filling complaint on him. He violated my 4th amendment constitutional rights,penal code 148.1 n a lot more. I’m complaining on DA to state about she’s takes cases to trial knowingly its all lies just to get her name out there on states money that they don’t have.
