Apparently, only prison will cure Julie Scott’s mania for punishment

We don’t normally issue specific queries for information, but we just saw a disturbing report on Fronnie’s blog a little while ago about an alleged incident at an employee meeting down at the Burbank police station.

The story goes that during a recent seminar on “sexual harassment,” Julie Scott began to issue a verbal rant about how all the lawsuits against the BPD were “b.s.,” and that the city will go to all lengths necessary to pursue their defense against them and spare no expense, including all the way up the Appeals Court, and when they prevail they will go after the offending officers for “damages.”

Considering that there are outside third-party investigators looking into these same legal troubles and accusations, we think Scott should have waited a bit before she started making specific threats against the cops who are suing her and the city on grounds that they were previously threatened or even disciplined by them after complaining about discrimination. There will be other sources of information besides the evidence allowed in front of a jury somewhere, and it might make a difference to the totality…

Our concern here is that we’re wondering if it’s true that Scott actually made these threats in front of one of the female plaintiffs at this “harassment” meeting. If so, she was deliberately intimidating them in front of their peers only because that same person had engaged in the legally protected activity of filing a discrimination lawsuit.

If there is anybody who can confirm this for a fact, or who was there, please contact us and let us know the details.

Considering that a basis for a few of these lawsuits– like Bill Taylor’s– is a ‘retaliation for engaging in protected activities’ charge, was it really very wise for this veteran city attorney to be exhibiting the same kind of behavior that they are being sued about already?

Scott is also full of crap if she thinks that the city could ever recover “damages” from a plaintiff who files a good-faith lawsuit to redress workplace wrongs. Even if they lose, the most the city can collect would be their own legal fees, and even that would be rare.

So, if true, why did Julie Scott foolishly try to intimidate this employee in front of her peers this way with punitive threats about the consequences of their actions? Isn’t she crazy to be validating these serious charges, by behaviors of her own, personally, in front of other people, in the position of the BPD’s chief counsel?

And about this claim of hers– alleged– that the city will do whatever it takes to fight the cases against them, and spare no expense to go all the way up. Hey city council, is this your OFFICIAL position, too?

Since just when? We thought you said the investigations were still ongoing? Or have you made up your mind ahead of time about what to do, regardless of the evidence?

Or instead, are these upper-management loose cannons again speaking out of turn, and getting you guys into even more hot water just to protect their own skins at taxpayer expense? Just who speaks for Burbank these days? Is it the city council or their hired dragoons?

Or does the council-majority not even know any more? Last week, an offensive rogue statement appeared out of the official city Public Information Office that in no uncertain terms threatened ex-Deputy Chief Bill Taylor with retaliatory legal action because he filed a lawsuit alleging previous retaliation. Was this official, too?

Two pieces of advice. If Scott did indeed make this threat in front of the officer and her peers, we suggest that the employee contact her lawyers and amend her complaint. And if true also, we suggest Scott herself enroll in one of Rosoff’s Career Survival workshops down at the headquarters. Maybe he’ll give her the family discount.

News is spreading across the country now on the problems facing Burbank City Hall

  2. Going Nuts

Mabye I am nuts, but does anybody see that Bric is lying to the public. Or mabye he is being lied to?

I am confused. How did the city know what to investgate until the lawsuits were filed? Taylor just made allegations that happened recently. Did Flad already get investgated?

Mayor, from what I have read, the robbery investgation is the only thing the Sheriff’s are looking at. Are you going to tell us that the numerous complaints detailed in the lawsuits are have all been investgated? That is impossible Sir.

The city attorney would not admit something was wrong with the department…or they would have to settle. In fact all they have said is nothing is wrong and the officers are lying.

I understand simple logic and this is not logical.

      Going Nuts

You are correct none of what the mayor is saying is logical. It’s scary that illogical people are running the city and explains why everything is going wrong at City Hall.

Remember you are Dumb Nuts, so you shouldn’t be that confused. The investigations (FBI, Sheriffs, and Internal) were being conducted WAY before the SMOKESCREEN lawsuits. Funny how the MORAL COMPASS Bill Taylor, Omar Rodriguez, and Steve Karagoosian are being investigated by the FBI. Looks like they are DIRTY!
Dumb Nuts, please dont fool yourself, you dont have any logic period.
Funny how Frannie’s site is not working.

Come on now, what’s being investigated is excessive force, cover ups, break in’s and witness intimidation. With all of that going on frame ups of the whistle blowers is more than possible here. What was the excessive force all about in the first place ? Could it be to force false testimony ? How about this testimony about Chris Dunn that was later retracted ?

The mayor is not sure how the FBI got involved ? Look at the people you have hired to run things buddy.

I think safety is on the back burner, look at what is being investigated. The city has become a safety threat.

  4. So many people making comments on various forums and most have no idea what they’re talking about. If people would only let this whole mess play out they will then see what b/s these lawsuits are and what “thugs” some of the parties really are. What bothers me is a couple of the parties in one of the lawsuits are merely pawns in this mess. They have allowed someone in the suit to lead them down a path that will more than likely end their careers.

  5. Outflank

Not sure how I missed this one.

BUT!! this incident is true. The only female suing the dept was in this training/class and Julie was addressing her. Not sure of the exact count on attendance, some say 30 other 80, whatever the #’s are, the point is that it was witnessed 1st hand, but let’s see how many truly stand up and speak up.

Retired69 you are correct, many will have sealed their own fate by filing this suit, but I don’t think they are all fraud. Many have merits, as you are witnessing 1st hand when a key city person is training on Harassment and turns around and intimidates the only female officer involved in the suit with her litigious comments. That was a No brain er, who she was directing herself to.

If they were all held accountable for their actions, the city would not be in this mess that rank & file, has gotten us in.

Rest assure that more suits will follow.
